True democracy, economic rebirth: Mnangagwa’s promises to Zimbabweans

Zimbabwe’s new leader Emmerson Mnangagwa told a cheering crowd in Harare on Wednesday that the country was entering a new stage of democracy following Robert Mugabe’s removal as president after nearly four decades in power.

Mnangagwa returned to the country earlier in the day, having fled for his safety when the 93-year-old former leader sacked him as vice president two weeks ago to smooth a path to the succession for his much younger wife Grace.

“The people have spoken. The voice of the people is the voice of God,” Mnangagwa told thousands of supporters gathered outside the ruling ZANU-PF party’s offices in the capital.

“Today we are witnessing the beginning of a new and unfolding democracy.”

Zimbabwe was once one of Africa’s most promising economies but suffered decades of decline as Mugabe pursued policies that included the violent seizure of white-owned commercial farms and money-printing that led to hyperinflation.

Most of its 16 million people remain poor and face currency shortages and sky-high unemployment, something Mnangagwa promised to address.

“We want to grow our economy, we want peace in our country, we want jobs, jobs, jobs,” he told the crowd, adding: “The will of the people will always, always succeed.”

Mnangagwa’s dismissal was the trigger for the army and former political allies to move against Mugabe, feted as an independence hero when Zimbabwe broke with former colonial power Britain in 1980 but later feared as a despot. He resigned as president on Tuesday as parliament began an impeachment process, after resisting pressure to do so for a week.

People danced in the streets following his downfall, some brandishing posters of Mnangagwa and army chief General Constantino Chiwenga, who led the takeover.

Parliamentary speaker Jacob Mudenda said on Wednesday that Mnangagwa would be sworn in as president on Friday after being nominated by ZANU-PF to fill the vacancy left by Mugabe.

‘LET‘S GIVE HIM TIME’

The demise of Mugabe leaves Zimbabwe in a different situation to a number of other African countries where veteran leaders have been toppled in popular uprisings or through elections.

The army appears to have engineered a trouble-free path to power for Mnangagwa, who was for decades a faithful lieutenant of Mugabe and member of his elite. He was also in charge of internal security when rights groups say 20,000 civilians were killed in the 1980s.

“Mugabe has gone but I don’t see Mnangagwa doing anything different from that old man. This is not the change I expected but let us give him time,” said security guard Edgar Mapuranga, who sat by a bank cash machine that was out of money.

Restoring the country’s fortunes and international standing will be a challenge. Alleged human rights abuses and flawed elections prompted many Western countries to impose sanctions in the early 2000s that further hurt the economy, even with Chinese investment to soften the blow.

Staging clean elections next year will be key to winning fresh funds.

Israel to pay Rwanda $5,000 for every African refugee

Israel will pay Rwanda $5,000 for every African migrant it accepts as the country prepares to deport asylum seekers primarily from Eritrea and Sudan, according to an Israel Channel 10 report.

In addition, Israel said they will give each refugee $3,500 for every refugee who voluntarily leaves. Haaretz reported that Israel will not deport women and children, adding that the operation will begin in the upcoming weeks.

Israel currently houses 40,000 asylum seekers, which includes 27,500 Sudanese and 7,800 Eritrean refugees, according to the report.

Middleasteye reports that Over 1,000 of those refugees are located at the Holot detention center in the Negev desert, which was approved for closure by Israel’s cabinet on Sunday, according to an Al Jazeera report.

Israel’s cabinet plans to shut the facility by mid-March of next year.

On Sunday, Israeli Prime Minister Benjamin Netanyahu praised the initiative, saying it was “very important”.

“This removal is enabled thanks to an international agreement I achieved, which allows us to remove the 40,000 remaining infiltrators without their consent,” he said.

Pan-African aims to “unify and uplift” people of African descent

Pan-Africanism is a worldwide intellectual movement that aims to encourage and strengthen bonds of solidarity between all people of African descent.

Based upon a common fate going back to the Atlantic slave trade, the movement extends beyond continental Africans, with a substantial support base among the African diaspora in the Caribbean, Latin America and the United States.

It is based on the belief that unity is vital to economic, social, and political progress and aims to “unify and uplift” people of African descent.

The ideology asserts that the fate of all African peoples and countries are intertwined. At its core Pan-Africanism is “a belief that African peoples, both on the continent and in the diaspora, share not merely a common history, but a common destiny”.

The Organization of African Unity (now the African Union) was established in 1963 to safeguard the sovereignty and territorial integrity of its Member States and to promote global relations within the framework of the United Nations. The African Union Commission has its seat in Addis Ababa and the Pan-African Parliament has its seat in Johannesburg and Midrand.

Pan Africanism in Rwanda

The Pan-African Movement (PAM) in Rwandan Higher Learning Institutions was launched at University of Rwanda (UR) Huye campus on Friday, 01 April 2016. This event organized by students was witnessed by PAM Rwanda Chapter, local government officials, Authorities and Staff of Higher Learning Institutions among other witnesses.

Ambassador POLISI Dennis told the participants that almost all liberation movements of the African continent can trace some aspect of their ideology to the Pan African spirit that was spearheaded by former African Leaders like Mwalimu Julius Nyerere of Tanzania, Jomo Kenyatta of Kenya, and Hastings Banda of Malawi.

‘’The Pan African Movement‘s main mission is mainly to liberate Africans from social, economic, political and cultural enslavement imposed by Europeans and other imperialists. As pan Africanists, we should work towards the liberation of the mindsets of our fellow Africans so that they get total independence from imperialists in order to address the social, economic, cultural problems that affect our modern society’’, said Polisi Dennis, a former diplomat and Deputy speaker of the Rwandan Parliament.

Mr. MUSONI Protais, chairman of the PAN African Movement, Rwanda said that Africans had been divided for a long time and this was the time for them to work together towards emancipation especially the youth who are the future leaders of the country.

‘’It is our duty as Africans to ensure that our continent is peaceful and stable and we can achieve this through the Pan African movement to have capable states and governments. I urge you as young people to participate actively in all the activities of the movement’’, said chairman Musoni.

PAM- Rwanda is engaging various stakeholders including Higher Institutions of Learning to engage in the formation of strategies of making Pan Africanism an Integral Pillar in the National Development Endeavors of Rwanda.

Rwanda Community Abroad in Germany builds 4 classrooms in Musanze district

Classrooms which was built by Rwandans living in Geramany in Ruhehe,Musanze District is believed to reduce overcrowding in classrooms was recently inaugurated.

Except for these four classrooms, Rwanda Community Abroad in Germany also built a staff room which will help teachers to be comfortable in their preparations.

Kavumu Diogene,DOS of Ruhehe school said: We thank Rwanda Community Abroad in Germany for this great aid. We have been experiencing overcrowding of 60 students in one room but now we are going to remain with not more than 45.”

Ninety Million Rwandan Francs is estimated to be the sum of money used to build those rooms in Ruhehe school.
Rwanda Community Abroad in Germany also builds a house for Abafatanyije COPTC. Members of this cooperative say that there were unable to expand their building, thus RCA build it for them by using 80 Million RWf.

In his remarks Kalimba Claude, Chairman of RCA Germany, says that their community will keep on helping Rwandans in order to improve their standards of living. He also pledges more support in order to help Students/Pupils to study with out any barrier.

Zimbabwe plans a study tour in Rwanda

Zimbabwe is courting investment from Rwanda targeting the manufacturing, energy and pharmaceuticals sector as the country harnesses the potential of one of Africa’s steadily growing economies.

Kenya: Nairobi calm a day after Supreme Court upholds Kenyatta re-election

Kenya’s capital Nairobi appeared to be back to calm on Tuesday, a day after the Supreme Court upheld the re-election of President Uhuru Kenyatta in last month’s repeat presidential vote.

Other cities across the country including Kisumu which is in the opposition stronghold were also reportedly calm.

Nairobi resident, Richard Muchiri, says: “What has happened by yesterday’s verdict, we are happy about it because we have now regained the peace back in our country and hoping that you know, everything will go on well. Because we had gone down, about businesses and economically we had lost quite a lot, and probably by end of last week we had lost about 1.4 trillion shillings in business. And we are hoping everything will come back and we continue now with the running of the country.”

“As a Kenyan who participated in the voting, to me I feel like it is a burden that has been taken off our shoulders because as a parent also, apart from being a Kenyan, apart from being employed, I feel like now life can move on,” says another resident Sarah Shisikame.

The country’s Chief Justice David Maraga said on Monday that all the six judges dismissed the two legal challenges to the repeat vote, consequently upholding president Kenyatta’s re-election, a ruling that sparked tension and unrest in various districts of the Kenyan capital.

Opposition leader Raila Odinga who flew out to Zanzibar hours before the ruling is yet to directly address his supporters.

Kigali Amendment to the Montreal Protocol to enter into force in January 2019

Sweden became the 20th country to ratify the historic amendment clearing the agreement to enter into force at the earliest date possible, according to the treaty: 1 January 2019.

The amendment is a key pillar of global Climate Action and will avoid up to half a degree of warming by 2100. The agreement seeks to eliminate greenhouse chemicals (HFCs) – that usually are used in refrigerators and air conditioners – blamed for heating up the planet. Coolants producers are now obliged to start producing alternative cooling gas (technology) that is less harmful to the climate.

“Today – on the final day of COP23 – we crossed the threshold required for the Amendment to entre into force in 2019. The fact that this has been achieved just over a year since the Amendment was adopted in Kigali is a massive political signal of our determination to phase down HFCs, and of our commitment to a multilateral approach to tackling climate change.

The High Ambition Coalition played a big role in securing the Amendment last year, and a big role in driving its ratification this year. More than half of the first countries that have ratified the Amendment are from the High Ambition Coalition. With the next meeting of the Montreal Protocol convening next week in Canada, we hope the rest of the world can also join this vital Amendment and start work on implementing it.”

Rwanda’s Environment Minister Dr Vincent Biruta, Marshall Islands’ Environment Minister David Paul, EU Commissioner for Climate Action and Energy Miguel Arias Cañete, and Federated States of Micronesia’s Director of the Office of Environment and Emergency Management Andrew Yatilma jointly signed the statement.

Cracking down on fraud in mineral business

Recently, a foreign national was approached by a group of people said to be dealing in mineral business, and made him believe that they can supply him the 50kgs of gold, which he wanted.

The two parties agreed on the terms; the buyer was to incur all expenses including ground transport, declaration, taxes and laboratory qualitative analysis costs, among others.

The agreement settled at excess of US$1 million.

Fast forward, the suppliers delivered – at least at the knowledge of the buyer at the time. The buyer was given the sample, which he took to Rwanda Mines, Petroleum and Gas Board (RMPGB) laboratory services. The lab results proved that the samples were genuine, according to the issued certificate.

The suppliers secured the declaration certificate from Rwanda Revenue Authority (RRA), which also specified that over Rwf14 million would be paid in taxes.

With declaration and lab qualitative analysis certificates, the buyer couldn’t doubt any further; at this time, he had already paid US$105, 000 to the suppliers, with the balance to be paid at an agreed later date.

Results

When the buyer arrived back in his home country, he also took the gold in the laboratory to run the tests again. The lab tests showed that the gold was fake; the businessman had been defrauded.

At this point, the fraudsters seem to have an upper hand before the law for having “supplied genuine minerals” and the victim is obliged to pay the whole amount of money.

And indeed, the said fraudsters in this case, were quick to file a complaint with the Police seeking to be paid the remaining US$900, 000.

The victim also returned to Rwanda and lodged the complaint as well.

“When we conducted thorough investigations, we unearthed tricks fraudsters use to gain control of their target,” says Supt. Modeste Mbabazi, the director of the Economic and Financial directorate, which operates under the f Criminal Investigations Department.

Tricks fraudsters use

Normally, the fraudsters register a company dealing in minerals with Rwanda Development Board (RDB), then find a way of locating and luring mineral buyers, especially foreigners. With genuine registration papers, it’s easier for their targets to fall prey.

“This year, we have registered three cases on this nature, and all of them, the tricks are the same. Good enough, majority people involved in these fraud cases have been arrested after thorough investigations,” Mbabazi adds.

In the other two cases, victims were conned of US$36, 500 and US$21, 000, respectively.

To Alex Kagaba, a geochemist officer at Rwanda Mines, Petroleum and Gas laboratory services, “these frauds are preventable.”

“Our laboratory services have the capacity to run qualitative analysis on big quantities. We appeal to buyers to bring their minerals so that we run as much tests as possible to prove beyond doubt, but also to facilitate the judicial system with scientific evidence in case we find out that the minerals are fake, to prosecute the suspected criminals,” said Kagaba.

The President of the Rwanda Mining Association (RMA), Jean-Malic Kalima, the mineral business sector is also facing challenges where people including those said to be registered as mineral dealers connive with workers at concessions to buy minerals illegally.

“Whenever we encounter such unlawful acts, we inform the board (RMPGB) to take action. For members of our association in particular caught is such, we warn them but also suspend them where necessary,” Kalima said.

According to Winifred Ngangure, the head of Investment and Promotion at Rwanda Development Board (RDB), “anyone found acting contrary to investment certificate awarded, the license is terminated.”

“At RDB, we have aftercare services to help investors, and in case an investor becomes a victim of fraud or faces any challenges, let them come to us as well… that’s why we made every Friday between 9am and 12-noon as a day to receive investors, know the challenges they are facing, and work with the Police where necessary, to ensure that criminals are brought to justice and recover whatever is taken from them,” Ngangure said.

Rwanda sends a contingent for EASF Field Training Exercise in Sudan

A contingent of 95 personnel from Rwanda Defence Force, Rwanda National Police and civilians led by Brig Gen Vincent GATAMA will leave Kigali on Monday 20 November 2017 to participate in a 2 weeks regional Field Training Exercise (FTX) in Port Sudan, a port city in the eastern part of the Republic of Sudan. The Military exercise codenamed ‘MASHARIKI SALAAM II’ is organised by the Eastern Africa Standby Force (EASF) and will take place in Port Sudan from 25 November to 3 December 2017.

“The exercise is a key benchmark to test the organization’s ability to respond to crisis’ situations in the region and beyond when tasked or mandated to do so by the African Union” reads a statement from EASF. According to organisers the objective is to train and test EASF’s ability to plan force generation, deployment, sustainment and recovery of a multinational and multidimensional force.

On behalf of the Rwanda Defence Force (RDF) Chief of Defence Staff (CDS), the Army Chief of Staff (ACOS), Maj Gen Jacques MUSEMAKWELI briefed the RDF officers and troops who will be going for the exercise in a gathering that took place at KAMI barracks on 17 November 2017. He urged them to be professional and reflect the good image of Rwanda during the exercise that will gather 10 countries forming EASF. “You have to observe good conduct and professional ethics. You should exercise high standards practices known for RDF and please don’t disappoint the leadership that selected you for this exercise” Gen MUSEMAKWELI told the contingent. He further advised them to keep focused during the training and observe a high level of discipline.

About 1000 military, police and civilians from the 10 EASF member countries namely Burundi, Comoros, Djibouti, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan and Uganda will participate in the Exercise.
